Thanks Chuck.

I had seen the SG Charter Template but was not aware that there was a
new Constituency Charter template. Obviously these are logical places to
start our work from and I was wondering whether the Group had had these
documents drawn to their attention at any stage. I joined late but this
was not I believe in the reading material. It's my own view that in
order to go about our work in a logical fashion -we should collect and
have available to us all work product, templates, analysis and
commentary and minutes of meetings dealing with the same, on both SG and
Constituency Charters to date. This would avoid us (unknowingly -as
opposed to knowingly) making recommendations inconsistent with prior art
(so to speak) and also avoid our re-inventing the wheel.

Perhaps again this is an ICANN procedure/process issue -how/who/what
---should gather and submit all of this data for the group? New members
joining this WT -without involvement with other relevant moving parts
will not necessarily have knowledge of the data/dox. As Robert pointed
out -the dark side of transparency can mean it's impossible to find the
wood for the trees. My own quite extensive searches on the site(s)/wikis
this week had not thrown either document up -nor had requests for work
product procured its provision sooner-perhaps on an assumption as to
relevance or that it had already been made available.

Information

Victoria,

I was aware of the template but I don't think I had seen the Staff
recommendations for improvements. The latter is not surprising because
I am not a member of the IPC. I would expect that the forthcoming
recommendations for SG charter improvements that Staff have been tasked
by the Board to prepare will be similar to this. I like the format and
think that the recommendations seem reasonable. This kind of document
for the proposed RySG charter would be easy to use by the RyC as we
consider revisions to the charter.

        Thank you Robert.

I draw the team's attention to the new template Constituency
Charter -already prepared by staff.

See "In its next amendment process, Staff suggests that the IPC
consider using the New Constituency Petition and Charter Template
(hereinafter "Template") as a guide for both organization and content.
It was developed by the Staff to be consistent with the improvements
recommendations endorsed by the ICANN Board and is available at:

Olga/Chuck/ -were you aware of this document?

        Dear Victoria, Hector and Claudio;

My memo to the CSG Work Team earlier today reminded a colleague
that one of the preliminary informal discussions between staff and
community included the IPC (It wasn't a bad experience so I don't know
why I blanked on it) and that an analysis of the IPC Charter was shared
with the IPC leadership.

In the interest of getting you all the information you can
handle, I have tracked down and am attaching a copy of that feedback to
this message. I think it is largely similar in substance to the document
that Julie prepared for the team, but in the interest of information
sharing (hopefully not overload) I am including that information for
you.

I will try to track down the other materials related to those
preliminary discussions with other constituencies as appropriate and
share them collectively with the entire CSG team next week. As I said
in today's memo, I think Julie's analysis largely covered the field, but
it won't hurt to do further comparisons, or at least have that
information available for your analysis.

        Have a great weekend!

        Rob Hoggarth
