I am not in favor of including item 2--discussion on Subtask 4.
It has become a controversial subject.
Once minority reports are submitted OSC and Council will spend their time and 
effort to debate and take decision.
Is it proper for WT to proceed with discussions on such a matter?
 
I suggest that we defer this issue for the time being.

In the meantime, 
1. Please find if there are some rules to guide in a situation when minority 
reports are submitted on a subject?
2. If there are no rules, there should be some authoritative source to consult.
