If after going though an election and a set of ballots, a single
candidate cannot get the required 60% of each house, a new election is
required.
One option is to hold another one immediately. this might not be a
productive use of time.
Since the Bylaws also indicate that the 2 vice-chairs chairs function
as interim co-chairs when there is no chair, the possibility exits of
just waiting a while and giving new leadership time to emerge before
holding another election.
In the event that the GNSO Council has not elected a GNSO Council
Chair by the end of the previous Chair's term, the Vice-Chairs will
serve as Interim GNSO Co-Chairs until a successful election can be
held. Each follow-up Council meeting shall be used to conduct a
successful Council Chair election[WUK1] .

good question, don't know. the elections happen at a different time
so there should be an exiting vice-chair at the time of the chair
elections. but that might not be the case (e.g. in this first instance)
and if the house is divided against itself it may also not be able to
elect a vice-chair.
maybe the minimum election interval should not be used in the v-chair
process.
