I support the changes noted by Wolf-Ulrich and Ray, as well, but have found
a couple of itchies:

 

I would suggest that we amend section 4.1 g, which currently reads: The
Council shall inform the Board and the Community appropriately about the
election results. The revised language would read: The Council shall inform
the Board and the Community appropriately and post the election results on
the GNSO website within 2 business days following the election.  I'm
suggesting two days to allow for travel or other issues that might get in
the way of posting the results immediately following the election, but am
open to other suggestions on that.

 

In section 5.2 there is a typo: 5.2 Notice of Meetings   Advance notice of
such meetings shall be posted on the GNSO Website. "Website" should be lower
case.

 

In section 5.3 the language is a little clumsy: 5. 3 Who May Cast Votes  All
actions of, or votes by, the GNSO Council are taken or cast only by the
members of the GNSO Council and not persons who are not members. I recommend
the following: All actions of, or votes by, the GNSO Council are taken or
cast only by the members of the GNSO.  Persons who are not Council members
may not vote.

All,

Here is a revised version incorporating Wolf's changes with one exception.
I did not understand to which text Wolf is referring in section 5.4 since as
of now for "Council Initiation of a Policy Development Process" there is
only a reference to Annex A of the Bylaws.  Wolf, if you could provide
additional clarification to assist me in understanding your suggested
change, I would be grateful.

section 3.3
following Chucks suggestion we may need a placeholder for the definition of
"special circumstances"

section 4.3 should be 4.2?

section 5.4 "Council Initiation of a Policy Development Process"[WUK1]

sections 6-15: I think we don't need sections 7-15 separately since the
whole Annex A is referring to PDP (at least sections 1-15) and we refer in
our section 6 to it.



sections 16-19 may be renumbered accordingly

Dear Work Team members,

Per our discussion today, attached is the latest version of the revised GNSO
Council Operating Procedures.  In this version, all of the agreed-upon
changes are now in red (as additions), black with strike-out (as deletions
from the original), or black not stricken (no change from original).  Note
that we have yet to address section 18, which is new because it was dropped
from the ICANN Bylaws and recommended for inclusion in the Operating
Procedures.  This document also will be posted on the wiki at:
https://st.icann.org/icann-osc/index.cgi?gnso_operations_team.

ACTIONS:  At the end of the meeting Ray asked for Work Team members to
review the latest version of the document and provide comments/changes on
the Work Team email list no later than this Friday, 11 September.
