The heading "Council initiation" is already in the bylaws, X, Annex A.
According to the discussion within the PDP-WT it should remain and the language
should be clarified.
So in order to stay consistent my proposal is to leave it as it used to be -
"Council Initiation"

All,
Here is a revised version incorporating Wolf's changes with one exception. I
did not understand to which text Wolf is referring in section 5.4 since as of
now for "Council Initiation of a Policy Development Process" there is only a
reference to Annex A of the Bylaws. Wolf, if you could provide additional
clarification to assist me in understanding your suggested change, I would be
grateful.

some comments from my side:
section 3.3
following Chucks suggestion we may need a placeholder for the definition of
"special circumstances"
section 4.3 should be 4.2?
section 5.4 "Council Initiation of a Policy Development Process"[WUK1]

sections 6-15: I think we don't need sections 7-15 separately since the whole
Annex A is referring to PDP (at least sections 1-15) and we refer in our
section 6 to it.
sections 16-19 may be renumbered accordingly

Dear Work Team members,
Per our discussion today, attached is the latest version of the revised GNSO
Council Operating Procedures. In this version, all of the agreed-upon changes
are now in red (as additions), black with strike-out (as deletions from the
original), or black not stricken (no change from original). Note that we have
yet to address section 18, which is new because it was dropped from the ICANN
Bylaws and recommended for inclusion in the Operating Procedures. This
document also will be posted on the wiki at:
https://st.icann.org/icann-osc/index.cgi?gnso_operations_team.
ACTIONS: At the end of the meeting Ray asked for Work Team members to review
the latest version of the document and provide comments/changes on the Work
Team email list no later than this Friday, 11 September.
