RE: [gnso-osc-ops] GCOT meeting in Cartagena

Understood, thanks Julie.  I don't expect us to be arriving at any decisions
on anything in Cartagena.  As I think out loud, I am wondering what the
members think about a meeting of the WT members, no staff, and let's talk
about what we think is our go-forward purpose and approach as a group.
Things are getting sent back to us, so please understand, particularly as
this pertains to abstention procedures, temporary alternates, proxy, etc.
Also, some recommendations we are making are being altered at the OSC level.
So I want to discuss these things and get a group position of thoughts we
all have, some that may be differing, and I think in person would be most
useful in this regard at this time...and then let's go from there as a team
whatever this may be, air our views etc...thoughts welcome... but stress
that I believe it imperative that we meet.

The General Assembly starts at 9:00 am so if we met at the Hilton we would
have to cut it short in order to get to the venue in time.

Unfortunately, I will not be able to participate on Tuesday.  I have SSAC
meetings that morning that I will need to set up and conduct.  I can take
notes at this GCOT meeting, but unfortunately after Sunday my time is pretty
booked up with other meetings.
