        My only suggested change is in footnote 1, which, though it was
added for clarity, I found confusing because "stakeholder" was used at
both ends of the chain.

        Thank you very much Rob.  Attached is a copy of the clean
version with some additional highlighted edits I suggest.  I believe
that the edits are nonmaterial but if anyone thinks otherwise and/or
disagrees with them, please speak up.
         
        For everyone except for Philip, who already approved Rob's
version, please use the attached version for approval purposes.  Philip,
if you disagree with any of the edits, please let us know.
         
        Remember that our goal is to approve this ASAP on the list so it
would be very much appreciated if all primary OSC reps would respond by
tomorrow if possible.

                Dear OSC Members;
                
                Pursuant to the discussions on today's call and for your
review and further discussion, attached please find the latest red-line
and clean versions of the Draft OSC Charter.  As instructed, in the
"Redline" version I retained the old red-line edits (included blue color
text added by Robin G.) and made additional changes to reflect the
discussions on the call.  Chuck asked me to take a shot at language in
the bullet #2 at the beginning of the document.  I added three words and
a footnote to that section.  Otherwise most of the other new changes are
non-substantive formatting modifications that Chuck noted on the call.
I recommend that anyone with additional edits add them to the clean
version and circulated as appropriate.
                
                In reviewing the two documents before appending to this
message, it appears that the only remaining substantive discussion
regarding the Charter may be the Goals and Milestones section on the
last page of the document which currently reads "To be determined by the
OSC and approved by the Council."
