+1 for thanks to Marika and Alan for the large work in getting the document
revised for publication.

i have a concern that as worded, this would  be the final public comment 
before the WG is concluded.
while there are options presented especially in the second survey, the
WG's actual recommendations are not determined at this time.

therefore i have suggested wording in our Initial Report to indicate
more clearly the status of our work:

2.Objective and Next Steps

a). This Initial Report on the Post-Expiration Domain Name Recovery PDP is 
prepared as required by the GNSO Policy Development Process as stated in the 
ICANN Bylaws, Annex A (see http://www.icann.org/general/bylaws.htm#AnnexA). The 
Initial Report will be posted for public comment for 20 days.

b).The comments received will be analyzed and used in further WG deliberations 
and during redrafting of the Initial Report into a Final Report to be 
considered by the GNSO Council for further action.

c). Should the WG determine that substantive issues require policies such as 
recommended practices or changes in RAA or other agreements, there will be a  
modified Initial Report detailing those provisions.  This report will be posted 
for public comment for 20 days.   Those comments will be used in WG 
deliberations leading to the Final Report to be considered by the GNSO Council 
for further action.
