[gnso-policyimpl-wg] For your review - notes from today's meeting
Dear All, Please find below the notes from today¹s Policy & Implementation Working Group meeting. Attached you will find the Implementation Review Team Chart that was discussed during the call. If you have any additional comments and/or questions, please share those with the list. The next meeting is scheduled for Wednesday 12 November at 20.00 UTC. Best regards, Marika Notes 5/11 Action items: * WG members encouraged to review IRT Review Table and provide input from their experiences with IRTs * Staff to pull out items that form a potential list of principles / guidelines for IRTs for next meeting * Staff to review questions identified in IRT chart and create sub-questions in the relevant WG questions IRT * First step would be to identify expertise needed / required - will not be the same for each IRT, depends on policy recommendations * In certain cases additional outreach may be necessary to ensure the appropriate expertise is available as well as directly affected parties are involved * IRT is not an opportunity to reopen policy discussions, focus is on ensuring implementation conform the intent of the policy recommendations. Would need to be made clear to anyone coming into the IRT that has not been involved in the PDP WG. * Need some level of balance on IRT to match the balance on the PDP WG - how to ensure that? how should lack of attendance be interpreted - consent to move along? * Need to build confidence in the model - ensure that in critical moments appropriate outreach is done. Build robust transparency aspects to it - ensure that communications go out to the list to allow for anyone to speak up. Clear updates on progress and next steps. In some cases, updates may also need to be pushed out to the wider community - milestone moment. Possibly also mandatory phases during which staff would need to 'prove' that outreach was conducted to directly affected parties. * Should PDP WG reps serve as liaisons to serve in a neutral role and ensure that IRT stays on track and does not deviate from original policy recommendations. For example chair or co-chair of original PDP WG. Liaison may not be the right characterization though. * Set of criteria and guidelines to demonstrate how important IRTs are - value proposition for the role of IRTs may assist in creating interest in participation * Lag time to get started and time it takes to do implementation are a challenge to identify and retain volunteers - lag time is a result of intermediate steps that need to be taken before IRT can be formed, such as Council adoption, Board adoption, hand-over from policy staff to GDD, which are required steps to identify needed expertise. * Question 10 - edit knowledge of registry and/or registrar operations Attachment:
