But what was not resolved was
How the two were elected?
Are the rules for electing the same in both house?
And where are those rules documented?
60% threshold of a house?

I am assuming that each house elects its own.

On balance thresholds are so important that getting them in
the by-laws does make sense.
On vice-chairs, I thought the idea was to have 2 vice-chairs
(one per house).
This needs to be resolved before we talk about selection methods.
