No. This does not belong in the bylaws. And as already shown
by Chuck similar language already exists in the Registry SG
Charter.

No. As Stephane and Jon have explained, resellers are not
contracted parties as defined in this house. And conditions 
around observers belong in SG charters not the bylaws.

Article X, Section 5, Stakeholder Groups, Item 1


Item 1 proposed changes from the document:

1. The following Stakeholder Groups are hereby recognized as 
representative of a specific group of Constituencies, approved by the 
Board, and subject to the provisions of the Transition Article XX, 
Section 5 of these Bylaws (link TBD):

a. Registry Stakeholder Group representing all gTLD registries under 
contract to ICANN and including as observers organisations who wish to 
become Registries;

b. Registrar Stakeholder Group representing all registrars accredited 
by and under contract to ICANN and including as observers resellers;

c. Commercial Stakeholder Group representing the full range of large 
and small commercial entities of the Internet;

d. Non-Commercial & Individual Stakeholder Group representing the 
full range of non-commercial entities of the Internet and members of 
the at-large community; and


Each Stakeholder Group is assigned a specific number of Council seats 
in accordance with Section 3(1) of this Article (link TBD). with 
Section 3(1) of this Article (link TBD). in accordance with Section 
3(1) of this Article (link TBD).
