Let's keep in mind that the 60% requirement of each house gives all four
Stakeholder Groups veto power over the selection of the Chair. Hence,
to Philip's last point, the last 10 years of practice is irrelevant
precedent for the future. It would be foolish to think that a SG won't
exercise its veto power at some point, and even more foolish not to have
a default system in place to deal with it if it does happen.
