Jeff,

I understand that you disagree, and I understand that some, perhaps
most, also disagree, and I understand that, while no one yet knows why
the CRAI authors even considered the subject, that is, who on earth
told them it was within their remit, it appeared in their report to
all of our astonishments in November 2008.

Never the less, this is a GNSO Council constituted policy development
working group, and the GNSO has not made a policy recommendation to
the Board waiving the registrar requirement.

I don't mind being in the minority, I was in the minority on the EOI
thing too, and on prior occasions, and I'm sure it will happen again
in the future. What concerns me more than the policy itself is the
apparent abandonment of consistency. We have the Board becoming
erratic, EOI ex nihilo at Seoul, Zero VI ex nihilo at Nairobi, and
some here expressing views inconsistent with the Council's past, and
unchanged present policy. These are not without risk.
