[gnso-vi-feb10] Call for agenda items

hi all,

as i mentioned in my note to Kristina, we're beginning to transition from the 
"idea-generating, brainstorming, improve-understanding-of-positions" part to 
the "see if there is stuff we can agree on" part of this breakneck-speed first 
phase of our work.  Roberto and i agree that the clumps-of-ideas called 
proposals have served us well, but that now we need to start to focus on the 
ideas ("atoms") rather than the clumps ("molecules").  ultimately, the goal is 
to see if there is a set of ideas that we can agree to take forward to 
Brussels.  

so our plan is to devote Monday's call to a detailed discussion of Mike's draft 
with several objectives in mind.

        - identify ways to make the language clearer

        - identify opportunities to combine items

        - identify items that are missing from the list

there are a lot of items to review, so my plan is to break the agenda into four 
chunks based on Mike's major headings (the blue items) and devote roughly equal 
time to each.  there's a little group of items at the end of Mike's list that 
i'm planning to combine.

this is NOT a call where we will try to get to a single position, although i 
hope we make some progress in that direction.  for now we want to make sure 
that we've got a complete, clear list of options.  that gives us the month of 
May to see if we can work our way to some kind of agreement.  topics we can't 
come to agreement on will simply be deferred to the more orderly/structured 
phase of our work.

as always, please let me know if there are other things that you would like to 
propose for the agenda.
