For these many cases where the local government is on record making
such a request, could you indicate these in more detail?

Additionally, while I personally appreciate the utility of having
access to a registrar, or registrars, for some of the resources
relevant to registry operations, human, technical, and capital, would
the applications initiated or facilitated by local government which
you cite fail if they had to rely upon human, technical, and capital
resources from institutions and entities other than local for-profit
registrar entities?

I suppose it is worth considering whether these governments intend to
entertain competitive bids for the contracts to operate these
registries, or if the local-registrar, local-government association
you describe precludes competition by multiple registry service
providers based upon quality or price.
