Milton,
What, exactly, do you think "open themselves up to any and every
registrar" actually means?
Do you think it is something different from:
a) determining that the registrar meets the registry's OT&E requirements?
b) accepting the registrar's deposit towards a current account?
c) processing the registrar's EPP transactions, and decrementing the
registrar's current account?
Weeks ago I suggested to Jeff Neuman, directly after he and Jon Nevett
published their initial effort at a policy statement, that we need not
concern ourselves with shell registrars, only those that actually
engage in primary market activities.
Do you accept that as a legitimate reduction in the universe of
registrars which a new registry must "open themselves up to"? If not,
why not?
