If the WDC Consultation was the Washington DC (WDC?) meeting, yes I was there
but do not remember the subject of harms being discussed. I do not know how it
could be on this list since the Washington DC meeting was in January and this
Working Group did not begin till after Nairobi.
Maybe someone from Staff could send out to the list the frank discussion of
harms that Eric has mentioned. It would give the group a great start on our
harms report

Jeff,
As I mentioned, I was repeating prior contribution to the list.
I don't recall if you were present at the January WDC Consultation, but several
of us were, and the subject of harms was discussed by Staff quite frankly.
Staff's views on the subject and on structural separation as a tool are present
in the Staff instructions to CRAI, which I obtained through the Documentary
Information Disclosure Policy on May 28th.
This has all been posted previously, sorry you missed it.
