Eric,

I'm sure those people would take great exception to your hasty judgement that 
they should be removed from the mailing list.

There are several ways of participating in a WG, and I think that those WG 
members that just want to listen are just as respectable as those who feel the 
need to send endlessly long emails to the list several times a day.

Also, I think you should remember that English isn't easy for everyone and that 
some may just not feel comfortable "taking the mike" because of that.
