Team Members:

 

As a result of our teleconference session today, 10 December (2000 UTC), we
made considerable progress in defining Step 3, which involves utilizing this
drafting team to exercise various rating methodologies as a
proof-of-concept.  

 

Our goals for Step 3 are to ensure that the process we select and recommend:

.        is user-friendly, unambiguous, and straightforward to execute; 

.        produces realistic outputs that will enable the Council to make
effective prioritization decisions; and

.        is structured not only as a one-time exercise, but considers the
inclusion of new projects as they are proposed in the future.  

The team agreed that the WPM-DT should test all candidate methodologies
before a final recommendation is made to the Council. 

The team also made progress on defining which candidate methodologies will
be considered in this testing phase (Step 3a).   The methodologies and order
that will be used for testing are:   

1)      Rating Approach:  the team agreed to begin with a rating scale
comprising seven (7) elements.  It decided that, due to difficulty and
complexity, it will not attempt to perform individual project rankings (e.g.
1 to 15).    

2)      Individual Rating:  the team agreed that, in the week between 10 and
17 December, WPM-DT members will individually rate (7 point scale) each of
the 15 projects on the two dimensions (Y-Value/Benefit and X-Resource
Consumption) using procedures that Staff will distribute under separate
cover.   

3)      Group Rating:  at the upcoming teleconference scheduled for 17
December, the entire team will attempt to perform a group consensus rating
(7 point scale) of all 15 projects on both dimensions (time permitting).
Depending upon the total number of team members that can attend this
session, Staff may be invited to participate in the consensus rating.
[Note:  it was also discussed as to whether Staff's input might be useful to
include in the final recommendation although a consensus was not reached on
this call - TBD].  

After the team completes the above activities, it will then consider whether
any additional tests are needed (e.g. smaller group rating sessions).   

The team discussed time frames briefly and decided that it would plan
subsequent activities, e.g. what meetings or actions might be arranged
during the upcoming holiday season, on the next call (17 December).

A separate email (hopefully tomorrow, 11 December) will include the
instructions/procedures for the team's individual rating task to be
completed in the next seven days.
