okay. we do need to get to work. We are all learning a lot through the
discussions as well, but need to start applying ourselves to work.

+1 on removing preliminary and adding Avri's edit, if I understand stephane
correctly.
I think we know what we mean and all want to move on to produce something good
for the 13.

May I suggest that, considering the overall support we have for the current
version of the ToR with Avri's and my edits, the co-chairs call time on this
and declare the ToR final so that we move on?
