Because financial hardship is but one of many obstacles to communities, that
may be impacted, that are not aware of ICANN (let alone how it works).

The existence of the IO addresses a number of serious non-financial
accessibility obstacles, and is an acknowledgement of ICANN's accountability
to non-insiders.
