Dear All.
After re re-read mails and documents, and re-listen the teleconference
recorded, I highlight the words mentioned by Tony, Sebastian & of course
Avri.
At
teleconference Tony said a big true related with the situation of the
possibility to get funds for New gTLDs when the fashion word is "global
warming", and the special situation of the world economy post crisis,
& at the door of new EURO crisis ? The current situation is at least
complicated and the development of this for the future is unknown.
This
situation force us, to be carefully with the proposals of this WG in order to
be realistic.
Also, I
agree with the objective 5 proposed by Tony, after a litle discussion.
Sebastian
mentioned a very important thing , and I believe was not heard by us. He talked
about the incapacity of all peoples who want to apply, to understand the legal
texts related with New gTLD's and it's particular rules, specially when those
texts are not part of the local legal system, because they are made by American
Lawyers, and in the world there more than one legal system. Also he told about
the necessity of multilingual documents, because the reality is, the documents
related with New gTLD's are writen in a difficult english for the common and
possible applicants (like NGO's, or charity associations, or poor development
countries, or...). They haven't the possibility to pay for translations, apart
to pay for properly applicant fees, and less if they haven't any kind of
support . That situation became in a non equal relation among applicants, and a
kind of discriminative situation.
The third
thing that I want to highlight is the words said by Avri, in relation with the
advices given by RSP's, when give advices.
Some may be
concerned that the advice they get from those RSPs might be biased toward one
particular solution, and they could want second opinions from what they hope is
an unbiased perspective. This point is absolutely right, applicants want to be
sure that the advice is totally impartial.
After that,
Also I could add some personal comment saying that is (after approval by board)
needed to do huge difussion in order to
put in Knowledge of the mayority of applicants the possibility to count with
this advice and support. I feel that
ICANN must do, after to approve the conclusions of this WG and create the
correspondent structure, a big outreach to every countries around the world, by
all availables sources, including the media.
This have
to see with the accountability and transparency, and the principle of non
dicrimination, and with the objetives to have a competitive market in a equal
footing for all.
