Elaine,
When we talk about the critical mass to be viability the proyect. We
want to say (At least from my point of view) the posibility to have a
sustainable market to work and grow. Because if the little community can not
create a capable market to survive, any support would be like a charity : help
, but do not give solution to the real problem.

I do have a question on the text under WT2,
"Q: Is there a minimum number of people in a community needed to create
“critical mass” for viability? A: There was extensive discussion around this,
but no consensus. It is hoped that new business models will emerge specifically
for work with smaller communities."
It is my recollection that we concluded not to require a minimum number in a
community ?
Is there a diverging opinion?
