[soac-newgtldapsup-wg] Interim update on the draft final report

Hi,

Ok, I have made an update to the doc based on my understandings of:

- the Friday meeting
- the list discussions since that meeting.

I know that more information is coming in on Monday afternoon, but I wanted to 
give people a chance to check my work before i do another update Monday 
evening. - also coincidentally giving people a chance to review the bulk of the 
changes before our next meeting on Tuesday.

Sending two versions.

Once withe all the edits showing and a clean one.

I have tried in all case where I have made change to include new rating in 
brackets, and completely or largely new text in italics.  Not sure that I have 
been completely consistent, but I tired.

I have noted where I am waiting for text.

I also note, that I have not yet gotten an offers of FAQ section section text 
or new questions that need to included.  And if I missed your offer on one of 
these, please remind me - or better yet send text.  It does not have to be 
polished.  To extent that I am able to understand what someone sends and 
capable of polishing, I will do so.

I should also add that I have not given my co-chair sufficient time to review 
this, so I am guilty of all errors.
