UHMMM,
at a high level, i am referring that fiction, whose cousin (the reasonable man)
is so prevalent in the literature of the legal system: the reasonable applicant.
Really I am assuming that applicants will range all over the chart in terms of
the degree to which they read or take recommendations, of this or any other
group; so i refer to the applicant who may or may not have read, may or may not
have understood to some degree, and may or may not have decided to follow to
some extent based on their understanding and the controlling conditions of
their applications.
