Before commenting on your comments, when you speculate as to the 
choices and behavior of applicants, are you referring to those 
applicants who will ignore the recommendations of this group, having 
no "needs" that might be made less pressing through one or more 
proposals of this group, or are you referring to those applicants who 
will carefully and thoughtfully read every word of this group's 
recommendations, seeking access to material resources, and access to 
immaterial resources.
