Hi,

This is the current draft of the motion.

Rafik will submit it in time for the GNSO deadline.

If anyone has comments or corrections please submit them to the list, so that 
Rafik can edit the text before submission.  As I mentioned before the text of 
the motion can be changed a lot after it is submitted.

Rafik will also need a second in the council.
