Karla,
Thank you for the quick response from corporate counsel. I think this
means that no bylaws entity's choices, whether a charter is identical,
or contains a comma or greater of difference, is binding on any other
bylaws entity's choices, regarding the means to undertake, and the
resulting work product, of some "joint" program.
In particular, items 3 and 4 found only in the Names Council's charter
have no meaning other than to constrain the Names Council and its own
work group (which doesn't appear to have a separate existence).
