I'd agree. If an applicant wants to pour their own resources (both financial 
and otherwise) into pursuing a crazy idea then that's fine. We all do it.
Sometimes we're successful. Sometimes we aren't

But if we're going to do it we should do it with our own resources - not those 
of someone else (unless you can either persuade a bank or private investor)
