I'm not going to make an issue out of it.

I personally think that staggered payments are going to be more palatable to a 
lot of people, but if the rest of you feel strongly that fee reduction is the 
WG's view then so be it. I won't be submitting a minority statement on this 
point.

I've still got to get round to reviewing the rest of the draft report
