And there was a full consensus on the fee reduction in the first MR too. I do 
believe that the fee reduction is one of the most important and significant 
support. We should stick to it in our final report.

The recommendation for fee reduction achieved complete consensus pre-MR2 and 
need not need be revisited. We don't have the luxury of constant hindsight with 
one week left.

And if it had to be either/or would sooner drop the staggered fee
