I don’t know how our criticism of the monolingual webinar could be understood 
as a criticism of the Staff who were wonderful, starting by Karla who gave a 
vital help to issue the first and the second milestone report, and then Seth 
and Rob who managed in the very thin slot of time to issue the final report, 
without forgetting the huge effort of Glen and Gisella making the logistic 
always available and in the best conditions.
 
I want to remind you that this WG was created as a follow-up of the Board 
resolution 20 that called for a WGto develop a sustainable approach to 
providing support to applicants requiring assistance in applying for and 
operating new gTLDs, especially those from developing countries. The final aim 
is to make the new gTLD program inclusive.
So this work is for needy applicants, especially those from developing 
countries whose mother tongue is not English.
Inclusiveness can’t be achieved using English only, and the target beneficiary 
of this work are excluded when we use English only. I hope you understand now 
why we consider a multilingual Webinar as a necessity, not a luxury thing. No 
thing to do with the staff that I (and all the group I guess) thank very much.

No, it's not a criticism of the policy and support staff who have been working 
tirelessly to make the JAS report happen. All deserve our thanks, with notable 
mention to Rob and Seth.

However, it is absolutely fair game criticism of whoever decided to limit the 
available funding such that multi-lingual briefings could not be done. And 
whoever made *that* decision to starve resources is likely someone on staff, 
though likely someone further up the food chain than those mentioned above who 
have been working with us directly.

Of all the major TLD-related issues that need to be presented to a global 
audience in multiple languages, support for developing countries is amongst the 
most worthy. A large proportion of the audience that would be affected by this 
effort are not primarily English speaking, more than half the countries in 
Africa don't even have English as a minority language. Denying them access to 
this information (and potential feedback) is a serious accountability / 
transparency breach which goes against the wishes of the community, and for 
which ICANN should be held responsible.

It's bad enough the calls themselves couldn't be multi-lingual; denying the 
facility to a summary briefing is inexcusable.

So even though yes, in an ideal world, it would be better to have a 
multi-lingual webinar, it may have been too complex or expensive to organize 
this on relatively short notice, for a webinar that is targeted at a 
well-defined audience (this is an assumption on my part, Staff may wish to 
correct that assumption if this was in fact not the case).
 
Just pointing this out because I think we should make sure that comments such 
as these are not interpreted as criticism of Staff and the way the ICANN 
Community in general has considered the topic of applicant support, because I 
know that's not how they were meant.
