Open all. Don't hide anything. Any organization with
such a thin control layer should do anything to increase
public trust.

Record all meetings, let them type down verbally by a
professional and publish the transcripts immediately.
This can be done within two or three days.

After that you can start formulating and agreeing on
something like 'authorized summaries'
