I don't think this is that radical an idea. gTLDs were ill conceived from the
start and no one involved at that time had much of the world beyond the US borders
in mind. Which isn't to blame them, who could have foreseen the mess that has
resulted. But just because a whole bunch of special interests (i.e. all the
people who have invested scads of $ in gTLDs) would like to massage the status quo
doesn't mean that is the best idea. If ICANN was truly independent it would
create a system that works for everyone, not just the people who got there first
in the internet land grab.
