Problematic. That is a mess already IMHO.

Are you saying that IOD's business plan is to upload its database
to some yet to come forward and yet to be chosen registrar, and that in advance of
any other .web registrations? That it doesn't intend to manage the default database?
I hope not or all bets are off. That adds another level of complexity that neither
ICANN nor anyone else needs.
