against the purpose of releasing new gTLDs. It seems pointless to me to release a
new gTLD when a substantial number of domains will be unavailable due to the fact

Dont you understand? If you hosed the database and opened the doors for registrations
AGAIN. . . they would refill faster than you can imagine, and surpass the current
number of registrations within hours.
The world would descend upon the database,
and this time with many clever techies grabbing the most and the best within minutes.
