hmmm...so if there are 3 self-nominated canditates who each get 9% of the at large
support in their region, and 100 self nominated candidates who each get less than
1% of the support in the region, none of them will be on the ballot? I suggest a
modification where in the event that no self-nominated candidate receives 10% or
more support, the top two self-nominated candidates will be on the ballot. This would
insure that self-nominated individuals will definitely have a place on the ballot,
and protect against any claims that the process unfairly discriminates in favor of
the nominating committee selections.
