who cares about California's laws |

It is hard to image what the relevance of some local
corporate regulations in the state of california might be to the governance of an
international institution. Any organization like this - large in scope, built by
committed voluteers - is going to end up with an initial "official governing membership"
much like the original leadership. The US FEderal Government was that way too in
the beginning. I say let the Board get organized, get down to business, and begin
to demonstrate the relevance of the new ICANN to the real world. Time enough later
for factions to form and electioneering to occur.
