The issue is about IOD's technical capabilities.  Mr. Stubbs' roles do not affect the technical capabilities of any applicant.  Mr. Stubbs is not trying to run a car dealership and a registry at the same time, and even if he were, he does not comprise half of an entire company. >From ICANN's evaluation of IOD's .web: >"Moreover, two of the four employees, the Chief Executive Officer >and the Chief Operating Officer, are performing two roles.
