Sir, I find this view to be specious.
IOD was involved early on and received IANA's authorization. Upon authorization,
they opened their database for authorized registrations. This is NOT akin to someone
selling lunar real estate, taking it totally upon themselves to do so.
Additionally,

Don't you know the history of the situation?
In short, IOD has always indicated
on their site that though the registrations were authorized, IOD was not yet granted
final approval.
. . . Hence, no fraud.
