Subject:	Canadas Registrars Commit Fraud?

I understand that the registrars in Cananada are submitting "pre-registered" domains into the .ca registry on a round-robin basis.  Does the "speculating" that went on there amount to "fraud" since duplicating "pre-registrations" between registrars couldn't be avoided?
