hi all,

here's my version.  i started with Chuck's draft, tried to incorporate the 
intent of this thread, and added a few minor changes of my own.  the most 
visible change is that i moved the "questions" down below the "tasks" section 
-- they didn't seem to flow well where they were.  i also made a few changes to 
Mission and Scope, mostly to improve readability, but changes in wording of 
that section are especially important so please review them carefully.
