RAA subteam B members, 

I'd like to devote the first part of our meeting tomorrow (1800 UTC) to
a discussion of our timetable.  

As I understand it from the attached chart prepared by staff, anything
that is to be considered or discussed by the GNSO council at its
meeting(s) in Nairobi must be submitted by February 15.  If this subteam
is going to submit a report (other than a status report that is
submitted simply for information) for Nairobi, it needs to be final by
that date.  

Currently, we are engaged in the first two of the tasks assigned to us
by the council - compiling (and prioritizing - we added that chore)
topics for possible RAA amendments, and flagging those that may require
further analysis re impact on consensus policy.  Referring to the most
recent (Jan. 12 -- thanks Margie!) version of our master chart, we have
covered this for four topic areas. Proposals on four other topic areas
were circulated December 30, and have elicited comments mostly from one
subteam member.  Beyond this, 11 additional topic areas remain to be
reviewed.  

[Note that when the topic areas on front-running and warehousing were
consolidated, the numbering of all subsequent topics changed.  The topic
areas on which proposals were circulated December 30 are now items 5-8,
instead of 6-9.  If there is any additional consolidation in the future,
I suggest we avoid this confusion by listing as "reserved" the number of
the topic eliminated by consolidation.]  

We have not had any discussion yet on the third assignment from the
council, which is to  propose next steps for considering the identified
topics.  

Four weeks remain before the February 15 milestone date.  A
teleconference meeting is not recommended for next week since we will
lack substantive staff support due to the staff retreat.  If we moved to
a weekly schedule, we could squeeze in 3 more meetings before February
15.   On our current bi-weekly schedule, there would be only 2.  

I think it would be possible to aim at submitting our report February
15, but only if we can accomplish a lot more on the list than we have
been doing.  This would require setting tight deadlines for responses to
proposed priority settings that have been circulated.  We would also
need to meet weekly between January 25 and February 15.  

The February 15 date is by no means a firm deadline, and it is perfectly
possible to submit our report so that it is ripe for consideration by
the council at a post-Nairobi meeting.  (I believe the next meetings are
April 1 and April 22, and we would have to submit our reports 14 days in
advance.)  But it is time (on tomorrow's call) for us to decide whether
we will try to have something for the council in Nairobi, or not.   Of
course, comments on the list before the call are certainly encouraged.


In that regard, can subteam members who plan to be in attendance in
Nairobi please step forward, on the list or on our call? 

I suggest that we devote the remainder of our call to three items: 

(1)  Subteam task #3 - next steps.  Could we have 2-3 volunteers who
will prepare a proposal for consideration by the subteam on its next
call? 

(2)  Return to tasks #1 and 2 on the chart (Jan. 12 version) , picking
up with item 9 (Registrar Information) (unless we want to abandon
efforts to make progress on the list, in which case we should start with
item 5 and the e-mail discussion on it, see

(3)  Any other business (including scheduling next meeting[s])
