i have been talking to many registrars not represented in this WG in the 
past few days, especially those from Asia and Europe. None of them "can 
live with" the board decision, RACKET or this proposal. I expect there 
will be a lot of discussion in the near future.

We have received a pretty clear picture as to the background of the 
board decision. Let us finally do what we are charged with. Lets discuss 
problems and solution. Lets talk percentages last, not first!
