i have been talking to many registrars not represented in this WG in the past few days, especially those from Asia and Europe. None of them "can live with" the board decision, RACKET or this proposal. I expect there will be a lot of discussion in the near future.

We have received a pretty clear picture as to the background of the board decision. Let us finally do what we are charged with. Lets discuss problems and solution. Lets talk percentages last, not first!
I am sorry I cannot agree with Jeff Neuman here. Granted that Mike's questions were a bit one sided I think it legitimate to ask - and will ask myself if necessary - how many prospective applicants are out there who would find our proposed entry restrictions onerous.

I do not see these questions as being helpful in us achieving consensus.
I think questions more tailored to the proposals we have created that
have the most support would be more beneficial than an open debate
repeating the Seoul debacle.

Possibly questions regarding enforcement, compliance, etc. would be more
helpful and more appropriate for the particular audience.
