I suggest that no choice is required.
The GNSO-approved charter is essentially a subset of the ALAC-approved one.
By following the ALAC-approved charter proposed by the JAS -- and adding a
provision for IDNs -- we can provide recommendations appropriate to both
charters. Some recommendations may be suitable approval by both ALAC and
GNSO, some by ALAC only.
Such a course of action requires no agonizing "choice" to be made, and
enables the JAS to move forward on substance with a minimum of continued
(mis-)focus on process. It's no perfect but it's not impossible to work
with.
