All,

I've gone through the entire thing (using Evan's recent mark up, where I'm AM). 
 Where possible have tried to tighten but also point out areas where either the 
text was unclear or where I think we need a bit of group discussion to get to 
finalize the sense of the WG.  For your consideration..
