The first use, best use and experience SHOULD be one of the Primary Qualifications for deciding on Each Registry for Each named TLD which is Introduced by ICANN. I believe the ruling does level the playing field. I, also, believe the ruling will clear the air so to speak for the straight forward issues to be discussed in the upcoming ICANN meeting in Japan. This should benefit All of us who want to see New TLDs admitted and put into operation. VOR
