Let's see. . . Because .net stands for "Company Network" and .org is intended for non-profit organizations. . . and because a crapload of sites that people might want to develop have nothing to do with these two concepts.

.web, .shop, .store, .biz, .arts, .info, .nom, .reg, .this, .that, .theother would all assist in--yes, the current scarcity.
