Concerning your comment on Rule 9.b I would say that you should keep in mind that
on other continents, there is a simply different situation. Take Asia with two dominating
countries or Africa, where actually only one country is massively active in the Internet.Considering
this, it would be easy for a candidate from a dominating country to be elected without
any people from another countries on that continent agreeing. Maybe, the same is
with North America where the U.S. is the undoubtedly dominating country.
