Surely the raison d'etre of the internet is that it is
open to everyone. Why demand 'qualifications' for nominees? The process of choosing
those qualifications from the point at which the people who choose are chosen through
to the implementations of those choices would be completely undemocratic. What is
a qualification for a nominee - should this be technical? political? commercial?
Or should it be, as it appears to be now, any person with an internet connection
who has a genuine interest in making sure the internet remains an open community
not under the control of any one government, group of governments or commercial organization.
